Named by Jacksonville Magazine as one the First Coast’s most influential people, Scott Shine is a Jacksonville businessman who has led Communications, Research and Strategic Planning efforts for Blue Cross Blue Shield, Barnett Banks, The Nemours Children’s Clinic and Bank of America. He is currently an Executive Board Member with School Choice Movement, Inc.
Scott’s business background includes specialization in the areas of market research, focus group, survey research, quantitative and multivariate statistical methods. He was also among the pioneers in the development of modern internet and e-commerce delivery systems in the financial services industry.
Shine has served in several leadership positions with the City of Jacksonville, including being a member of the Jacksonville Ethics Commission and the Jacksonville Waterways Commission. Shine has also held advisory positions with the City including the District 2 Visioning Committee, Huguenot Park Advisory Board and as an Ex-Officio Member for the Downtown Development Review Board. Shine was elected to the Duval County School Board in 2014 where he represented the Beaches District and served on the Value Adjustment Board.
Shine was born and raised in Richmond, Virginia and he is a graduate of Virginia Commonwealth University. His family has a long history in the business community, with his grandfather being among the original Coke-Cola Bottlers. Shine is active in water sports, hunting, fishing and shooting sports. He holds seven current and past certifications in shooting sports safety and instruction. He is also a licensed private pilot.
Scott is active with several local non-profit groups, including being a past board member of the Youth Crisis Center. Shine is a former volunteer educator with the Florida Fish and Wildlife Conservation Commission and former USA Archery instructor. Shine, 58, lives in the beaches area with his wife of 25 years, Tibby Shine, and their son Jacob who attends the University of Florida.
